The LAG of the Upper Vipava Valley and the Komen Karst for the area of the municipalities Ajdovščina, Komen and Vipava was established in June 2008 as a partnership of equal partners. The partners or members of the LAG include natural and legal persons. The founding contract was signed by 51 partners, from among which 13 are representatives of the public sector, 25 are representatives of the civil society sector and 13 are representatives of the economy sector.
The LAG of the Upper Vipava Valley and the Komen Karst is not an independent legal entity but operates as a contractually founded joint partnership. The seat of the LAG resides at the seat of the ROD Development Agency (official name: Razvojna Agencija ROD), which has been appointed as the manager of the LAG in the founding contract. In this capacity, the ROD Development Agency conducts all administrative and expert tasks as well as tasks of the LAG’s financial body.
The founding of the local partnership designated “local action group (LAG)” is an original and important attribute of the LEADER approach. This is a special kind of approach that places people and their needs in the forefront, although not as individuals but as integral parts of the community (LAG), which is able to operate for the common good. It is based on the principles of integrated and sustainable rural development through the exploitation of endogenous resources.
The principal task of the LAG is the preparation of the local development strategy and the realization of its goals through the utilization of various financial and other resources. A special task of the LAG is the adoption of decisions on the disbursement and management of Leader financial resources. In accordance with the European regulation, LAG groups must be based on a three-part partnership, consisting of representatives of public institutions (the public sector), the economy (the economy sector) and the civil society (the private sector).
The LAG of the Upper Vipava Valley and the Komen Karst consists of four principal bodies:
- The LAG general assembly: Consists of all the members of the LAG.
- The decision-making body is the LAG management board. It comprises 9 members; three from each sector.
- The LAG supervisory board; comprising of 3 members, one from each sector.
- The LAG manager that offers the LAG partnership expert and administrative support.
